Web design is how your website looks and how easy it is to use. Web development is the code that makes it work: pages, forms, speed, security and integrations. Most New Jersey businesses need both, from one team, when they build a new site. A redesign of the look can be mostly design work, while fixing a slow site or adding online booking is mostly development. This guide explains the difference in plain terms, shows which one you need for common projects, and covers what to ask a web development company before you hire.
What is web design?
Web design covers the layout, visual style and user experience of your website: how pages are arranged, where the calls to action sit, which fonts and colors you use, and how a visitor moves from the homepage to a quote form. The U.S. Bureau of Labor Statistics describes digital designers as people who “develop, create, and test website or interface layout, functions, and navigation for usability” (BLS Occupational Outlook Handbook).
Good design is about more than looking modern. For a service business, it decides whether a visitor finds your phone number in two seconds or gives up. A web designer usually delivers wireframes and page designs for you to approve before anything is built.
What is web development?
Web development turns those designs into a working website. BLS puts it simply: “Web developers create and maintain websites.” In practice, that covers three areas:
- Front-end development: the code that runs in the browser, so pages display correctly on every phone and laptop and load quickly.
- Back-end development: the server side, including your content management system, forms, databases, user accounts and integrations with tools such as a CRM or booking system.
- CMS setup: building the site on a platform such as WordPress, Shopify or Wix so your team can edit content without touching code. WordPress alone runs 39.6% of all websites (W3Techs, October 2026).
Web design vs web development: what’s the difference?
| Web design | Web development | |
|---|---|---|
| Focus | Look, layout and user experience | Code, functionality and performance |
| Typical output | Wireframes, page designs, style guide | A working website, forms, integrations, CMS |
| Tools | Design software such as Figma | HTML, CSS, JavaScript, PHP, WordPress, Shopify |
| Affects | First impressions, trust, how easily visitors act | Speed, security, SEO foundations, what the site can do |
| When it’s done | Before the build, and in redesigns | During the build and for the life of the site |
The two overlap more than the job titles suggest. A design that ignores how pages load on a phone causes development problems, and a developer who ignores design produces a site that works but doesn’t persuade anyone to call.
Which one does your business need?
It depends on the project. Here’s how the most common requests break down:
- A new website: both. Design first, then development, ideally by the same team.
- Your site looks dated but works well: mostly design, with some development to apply the new look. Our website redesign checklist covers what to prepare.
- Your site is slow on phones: development. Speed matters: Google recommends that a page’s main content loads within 2.5 seconds (web.dev).
- You want online booking, payments or a client portal: development, with some design for the new screens.
- Visitors arrive but don’t contact you: usually design and content, such as clearer calls to action, quote forms on service pages and visible reviews.
- You need pages for every service and town: both, plus SEO planning.
What does a web development company do that a designer doesn’t?
A web development company takes responsibility for the site working, not just looking right. That includes building templates that stay fast as you add content, setting up forms that actually deliver enquiries, connecting tools such as Google Analytics and your CRM, applying security updates, running backups and moving your old site without losing Google rankings. A freelance designer may hand you a beautiful design file and leave the build, hosting and maintenance to someone else.
That’s why most small businesses are better served by one company that handles design and development together. There’s one person accountable, nothing gets lost between a designer and a separate developer, and the site is designed with how it will be built in mind.
How much do web design and web development cost?
Design is usually a smaller part of the budget than development, because development includes the build, content setup, testing, launch and ongoing care. The total depends on the number of pages, custom features and the platform. See how much a website costs in New Jersey for current price ranges, and how long a website takes to build for timelines.
How do you choose a web development company in New Jersey?
Ask to see live websites the company built, open them on your phone and test the forms. Ask who designs and who develops, whether that work is done in-house, and what happens after launch. Make sure you’ll own the domain, hosting and website. Our guides on choosing a WordPress development company and the questions to ask a web design agency go through each check.

Frequently asked questions
Is web development harder than web design?
They’re different skills rather than harder or easier. Design needs a strong sense of layout, users and brand; development needs programming, performance and security knowledge. A good website needs both.
Can one person do both web design and web development?
Some people can, especially on small projects. For a business website that needs to rank and bring enquiries, a small team that covers design, development and SEO is usually more reliable.
Do I need a web developer if I use WordPress, Wix or Shopify?
Not always for simple edits. You’ll usually want a developer for a custom design, speed and SEO setup, integrations, migrations and security updates.
Which comes first, web design or web development?
Design comes first. Pages are planned and designed, approved, and then developed, tested and launched.
